Clean Vehicle Rebate Project (CVRP)

The Clean Vehicle Rebate Project (CVRP) is one of California's flagship clean transportation incentive programs, administered by the Center for Sustainable Energy on behalf of the California Air Resources Board. The site serves as the primary public-facing resource for hundreds of thousands of Californians applying for EV purchase rebates.

I owned and maintained the CVRP Drupal site for years at CSE, keeping a high-traffic, government-adjacent property stable, current, and compliant through multiple program cycles and policy changes. Beyond day-to-day maintenance, I extended the site with new features as program requirements evolved, continuously improved SEO to ensure applicants could find eligibility information through organic search, and brought the site into alignment with WCAG accessibility standards to meet the compliance expectations of a state-administered public program.

Long-term stewardship of a site at this scale (one where outdated information or a broken form directly affects people's ability to claim a financial benefit) requires a different kind of discipline than a greenfield build. You become the institutional memory of the codebase.
