Government work layers several compliance regimes on top of ordinary development, and they are audited rather than self-declared.

Accessibility is the most visible one. Section 508 of the Rehabilitation Act governs federal ICT, and the 2017 refresh harmonised the standard with WCAG 2.0 Level AA. In practice agencies now expect WCAG 2.1 AA as the floor, with 2.2 AA increasingly requested for new builds, and OMB M-24-08 tightened how agencies manage and report on conformance. Conformance is usually documented in an Accessibility Conformance Report and verified by testing, not asserted in a proposal.

Security is a second layer. Federal work generally happens inside an agency's own authorisation process, so dependencies, code, and hosting are reviewed before anything ships, on the agency's timeline rather than yours.

There are service standards on top of that. The 21st Century IDEA requires executive branch agencies to modernise their sites and digitise forms and services, which sets real expectations for mobile support, performance, and consistency, and many agencies standardise on the U.S. Web Design System. Plain language and records requirements shape the content and the workflow around it.

The practical effect is that the definition of done is different. A commercial site is finished when it looks right and converts. A federal site is finished when it also passes an accessibility audit, survives a security review, and is documented well enough that another team can maintain it after you leave.

Yes. I take on ongoing maintenance alongside project work: Drupal core and module updates, security patching, dependency upgrades, and fixing accessibility regressions before they become findings.

Yes. Remediating an existing site against ADA and Section 508 requirements is a large part of what I do, and it is usually a different job from building something new: the constraint is working within markup, themes, and content someone else wrote without breaking what already works.
